They are, certainly, russian balloons (so called "bakovka") discontinued in 2002. They were extremely soft, amazingly huge at the second or third inflation but couldn't compete with foreign decoration balloons so the factury bankrupted, alas. The closest known analog is Tilly 20" but them are way tougher.
